Create a list and email it

I have a table that has a number of records in it. Each record has an email address associated with it. I want to be able to compile the list and email it to the appropriate person. Each list will only contain the records appropriate to the email address associated with it. The following code reads through the records pulled from the DB, but the problem is it sends an individual email for each record rather than generating a list depending on the email address associated with the record and then sending that list once to the email address. Anyone know how I can get the list created and it sent once for each email address?
