A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 95.129.9.22:80

I try to connect with Web Service URL but I get this error:
A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 95.129.9.22:80
I contact with server company they said try to connect the API without port 80. Try with another port. 
How can I do this in Asp.Net?
Please help.
