set the checkbox checked value in a repeater

<td align="center"><asp:CheckBox id="cbxQueue" runat="server" Checked='<%# if(eval("queue"), false, true)%>' /></td>
is something wrong with this code? 
I dont want to bind the check box value in code behind instead I want to do it in the aspx page itself.
Any help appreciated!
