Calculate Based Point of Percent....

I have two textboxes with percent values, How do I calculate the based point of the textboxs?
Example
TextBox1.Text = 26.40
TextBox2.Text = 27.20
What is the formula for calcuating the Based Point for the two TextBoxes?  Your help is greatly apprciated!
