please can you cinfirm that my concept is right.
1) if we initialize an array in vb.net say arr(3) means it can hold 4 elements:- arr(0) to arr(3)
2) if we initialize an array in c#.net say arr(3) means it can hold 3 elements:- arr(0) to arr(2)
is this correct?
