show outage text based on current day and month not year

Hi all, in my requirement i need to show outage text based on current system day and month particularly between Oct 1st and Oct 10th of each and every year As part of outage text, i can place it in label orliteralor div tag. And make it visible by hardcording i.e comparing with daytime.now.month ==10 and daytime.now.day is greater than or equals 1 and daytime.now.day is less than or equals 10 but how can i make this as configurable by placing day n month in appsettings. And also how this configurable will helpful if we want to show outage text for more than a month in future. Thanks in advance.
