Convert Hex Code to its String equivalent

I am getting a URL back that is done with hex codes and I need to convert that over to normal text.  The hex codes are the same ones used here: http://webdesign.about.com/od/localization/l/blhtmlcodes-punc.htm
Does anyone know how to in either C# or VB to convert FROM the Hex Code TO a readable format by the browser?
