Better? - Adding panel control or literal with div tag to controls collection in code behind

Which is a better solution and why?
When needing to render a div via code behind, is it best to add a panel control to a control collection or add a literal that contains a div tag as the text property (possibly needing 2 literal controls, 1 for the open tag and 1 for the close tag) to the control collection?
Please give reasons. Thanks!!!!
