reading custom config file line by line

I've got a custom config file that I need to build a page programmatically from - creating hyperlinks from the value. Let's call it myCustomFile.config
Each line has a key and a value
I know how to add controls (like a hyperlink) dynamically to a panel - - but
How do I read the file, line by line and put the value into the navigateurl for each hyperlink?
