Write a javascript program based on the scenerio

I need a javacript program.
scenerio: if i input the ID on the web page, it should check with the database (oracle)
the condition is given ID should match the ID in the database.
if it is matched it should dispaly as tool tip when the cursor is placed over the text
if not display nothing
Pls reply me early , as it requires urgent
