Uploading files to ASP.NET site - works in dev environment but when uploading to deployed site file name is there but size is 0

I am stumped on this one. Would seem to be a permission issue. Works %100 on dev machine with ASP.NET Development Server. On deployed site in IIS correct file name is loaded to correct folder but size is always zero. File structures are identical. I even tried putting the upload folder inside the depoyed site folder. I have logic in the code to create folders as needed and that works fine.  I am going to try to get a very simple baseline site working that does nothing but allows uploading a file on the IIS server. Has any one seen this type of behavior before? Any hints on what to look at next?
