read write data from a single file beside using web.config

hi guys, currently i am using <appSettings> in web.config to store some of my frequently read data.
i wonder is there any other way to allow me read / write data beside using the <appSettings> or database? * below is how is read data from web.config 
ConfigurationSettings.AppSettings("thumbnail_width").ToString
