No connection could be made because the target machine actively refused it

I'm using Visual Web Developer 2008 Express Edition to make a "Contact Me" form for a ASPX page. The only thing that is not working is the SMTP address. I get the error message, "No connection could be made because the target machine actively refused it <IP ADDRESSS OF SMTP SERVER GOES HERE>". I know the SMTP address that I'm using is correct. I am running this test ASPX file from my local computer and not a website. I currently do not have a web hosting package that supports ASP or ASPX, so I have to test it on my local computer. Any suggestions as to why I would get this message and how I can fix it using VB (not C#).
