PROBLEM FRAMEWORK AND VS2010 WITH A OFFLINE INSTALATION

I installFramework (dotNetFx40_Full_x86_x64) and visual studio 2010 (VSIntShell) and when i try to install SQL  express 2012.
It says me that i don't have both of them.
