Creating a second custom membership provider

 I have been working on a site that has 2 very specific processes that need to be performed.
First, all user accounts will be created by an administrator. The admin should only provide a username, password, and email address, no security question and answer.
Secondly, when the user logs in for the first time, they will be redirected to a page where they will be required to reset their password and provide a security question and answer.
I have been working on trying to add a second memberhsip provider.  Here is what I have in web.config.
