At design-time, the changes I've made to my .CSS file reflect in the page's rendering/appearance. At run/browse-time, though, certain changes have not "taken". Why would they be "seen" at design-time, but not ar browsetime?

If it makes a difference, the specific elements that are not "updated" are input:hover (it still alters the border-bottom, not the border-color), and .SubLabel (color of text is Sienna at design-time, but not a browsetime):

input:hover {
  /* border-bottom:4px solid */
  border-color:Red;
.SubLabel {
  font-family:Georgia;
  color: Sienna;
  font-weight:bold;
}

Why would this be, and how can I remedy it?
