AdRotator problem - cannot get it to work at all

Hey I did look in the archives, but all the questions are dealing with getting AdRotator to work just right, whereas I can't get it to work at all (no image shows up, just a red x, and no CNN website popups up in a new unframed window).  I have several reference books before me, and looked on the web, but no luck.  This is not a big deal, since I get the feeling AdRotator is being deprecated, but I'm curious why I can't get it to work.  Running Visual Web Developer 2008 Express Edition on Vista with IE8.
