Web Service POST cut off at 1024 bytes

I am calling a java webservice with a .NET client.  I am also using WSE 3.0 to add credentials.  WCF is not an option.  For some reason, I am only able to post 1024 bytes before the post data is cutoff short.  The content length shows 2031.  Any ideas why i'm running into this limit?  Could there be a setting on the remote Apache server?  Thanks for any ideas.
