HELP: Pulling email addresses from Database Vs Storing emails in web.config

Hi All,
I have a students app which needs to send out email alerts. I have the emails hard coded in Web.config like this:
<appSettings> <add key="probationAlertToList" value="jdp112@cphss.com"/> <add key="graduationAlertToList" value="jdp112@cphss.com"/> </appSettings>
What I want is, I have about 20 emails stored in SQL Server database table "AlertListEmails" with flags that indicate who is on which email alert.
So if "John Pott" is on the email alert list to receive the "Probation Alert" then he will have a "True" displayed in "Probation Alert" column in the "AlertListEmails" table and so on.
So how do I avoid hard coding of email addresses like above and pull the email address from the database when I click "SendAlerts" button?
