Always Encrypted

Will the "Always Encrypted" columns feature be available in SQL Server 2016 Express or will it be confined to paid versions only?
The data security this feature brings to SQL Server will hopefully be massively important in reducing the huge number of data breaches that have occurred over recent years; however if it is confined to paid versions then many smaller users who rely on Express as a cost effective solution to getting their enterprise online will remain at risk. The cost of say, Enterprise Version, is often way out of reach for such users.
I have tested the Express and Evaluation versions of SQL Server 2016 CTP 2.3 and this feature was not available with SSMS when using Express. Very disappointing - please lets make data security available to everybody!
