filestream causing rights issue on server when trying to read upload file, works fine on development box

I'm trying to read only with fileupload and save image to sql but get an error, I just can't fiqure out how to make this work. It's reading only but I suspect this is what is causing the issue FileMode.Open

This works perfect on the dev box running vista and vs2008
