Restriction of accessing web page

I am new in asp .net. 
1. I understand we can grant/deny WebSite access based on specific IP address. Is that possible do the same thing only for one web page?


2. I know the javascript window.close() can close brower window. However it always ask user to confirm it.  How can we close browser window without any user interaction? For example, I have a logout link, when use click it, the browser window can be closed.
