Convert HTML form into XML or Excel?

 Hi,
I don't know if it's possible but here is the senario that I would like to see:
1) A page with HTML form which has 10 rows (10 seperated text box controls perhaps).
2) When user fills out all 10 and  reaches the last row (10th row). It should generate the next 10 blank rows.
3) Convert this html form's content into XML or Excel.
4) This content will be emailed to me (I"m not worrry about this step)
My question is basically for step 2 and 3.
Any suggetion or idea or is it possible?
