Minimal create user details, robust user profile?

The web application I am developing requires that only designated WebAdmins can add new users (based on paper membership application submissions, and approved by a board of governors).  Right now, my CreateUserWizard has the following items:
UsernameEmailSecurity QuestionSecurity Answer

The Membership section of my WebConfig looks like this:
