Cannot able to create the user in SQL Server.

Cannot able to create the user in SQL Server. "is not a valid login or you do not have permission ”
Below is my query

CREATE USER [amatya] FOR LOGIN [amatya] WITH DEFAULT_SCHEMA=[dbo]
