Few questions
1. The propsective windows application is to be used in INTRANET as a standalone app? If yes, the current web application can be used through intranet from client machines without needing to convert to windows app.
2. The quantum of efforts for conversion would largely depend upon the architecture of current web app. If it has well defined layers, the the efforts needed to convert would be lesser.

What are the reasons for need of conversion to windows app? A windows app wouldn't have flexibility to be used outside the machines deployed. It would also add the deployment efforts.
