display tab after submitting the page

i have two tabs on create page but i would like to show only one tab while filling up the form. once user submitted the page (click on submit button) both tab should be visible.
i did this, but my problem is that the other tab is showing as gred out while filling up the form.
please advise on the same
i am using ajax controller toolkit 4.0
